Florida Medical Marijuana Card Guide: Documents, Application & Renewal

To apply for a medical marijuana card in Florida, there are two key things you need to have before you can move forward with your state registration.

Proof of Identity

A photo ID issued by the government is required. The most commonly used form of ID is a Florida Driver’s License or Florida State Identification Card. However, for a seasonal Florida resident, an out-of-state Driver’s License or State ID card can be submitted along with two pieces of proof of Florida residency. In case of minors, a certified copy of the birth certificate or a Florida School Registration Form must be presented along with the Florida Driver’s License or State ID of the guardian.

Medical Marijuana Recommendation

Upon evaluation and recommendation by an MMJ Medics licensed physician, you will receive two emails from the Florida Department of Health. One email will contain your username, which is your email address. The other email will contain your temporary password, valid only for 24 hours. With these details, you have to register on the Florida Medical Marijuana Use Registry Website at mmuregistry.flhealth.gov. 

Well done! You have successfully been cleared to receive your medical certification. It is now time to register at the Florida Medical Marijuana Use Registry. This is how you can do that.

Before You Start, Have These Supporting Documents Ready

• Photo ID – The Florida Medical Marijuana Use Registry is connected to the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) demographic database. If your information matches what is on file, your state ID or driver’s license photo can be automatically pulled into your application and approved, saving you a step.
• Proof of Residency – You will need to provide documentation that proves your Florida residency.
• Payment – The application fee is $75, plus a $2.75 convenience fee for online payments. Have a debit or credit card ready.

• Upon visiting an MMJ Medics physician, check your email for two emails under the subject header “Medical Marijuana Use Registry New User Account”. The first email will provide your username (which is your email address), while the second will give you a temporary case-sensitive password.
• Navigate to the Florida Medical Marijuana Use Registry website at mmuregistry.flhealth.gov and log in by clicking the “Login” tab on the top right corner of the website. Log in using your email and the temporary password.
• Enter your password to change the temporary one. Type in your temporary password in the “Current Password” field and then create your own password. You will then be automatically directed to your homepage.
• Click on “Your Card” and then click “Begin Initial Application”.
• Click on “Supply a Photo” and supply either your Florida State ID photo or a passport-style photo to your application form.
• Scroll down to the “Proof of Residence” section. Either click “Check State Residency Status” to pull your Driver’s License or Florida State ID from the FLHSMV database, or click “Supply My Own”. 
• Check your application for accuracy of all details and then press “Apply.”
• E-sign your application form and press “Submit My Card Application.”
• Make a payment.
• Press “Print for Your Records” to save or print your payment receipt for your own records.
• The entire process of reviewing your application takes up to 10 business days after submitting your application. Once your application gets approved, you will get an e-temporary card, which can be used immediately until your physical card is issued to you. The delivery of your physical card will take 5 business days after approval of your application. 

Renewing your Florida medical marijuana card with MMJ Medics is straightforward. Here is what the process looks like from start to finish.

Important to highlight: You have 45 days before the expiry of your card to start your renewal process. Renewal of medical marijuana in Florida patients can be done using telemedicine, by visiting a provider online.

Renewal Process:

• Log in to your existing account on the MMJ Medics website.
• Complete your renewal application and schedule a visit with a certified doctor.
• After being approved, your doctor will reschedule your prescription.
• For an expiring Florida state card, sign in to your account on the Florida Medical Marijuana Use Registry website mmuregistry.flhealth.gov.
• With email approval from the Florida state agency, you can buy medical marijuana legally from any Florida dispensary. 

In the case that you are already a Florida patient but new to MMJ Medics, i.e., you are coming from another provider, there is an additional step you need to take before your consultation.

You need to deactivate yourself and remove your doctor from the registry for Medical Marijuana use before seeing your new physician at MMJ Medics. Your new physician can’t activate you and finish your certification without this step; therefore, you need to take it before coming to us to prevent any unnecessary delays. If you are not switching from another provider, then this step does not concern you.

Follow these steps to leave your current physician

• Go to the Florida Medical Marijuana Use Registry website at mmuregistry.flhealth.gov.
• Select “Your Profile” under the menu options at the top of the page to see your profile details.
• Look towards the bottom of the page for the link that says “Leave Your Current Physician.” You don’t have to complete this step if you see that “Current Physician” is marked as “No Current Physician” or if you do not see a “Leave Your Current Physician” link.
• Click on “Confirm” to save your new profile details.

Once you’ve completed these steps, you are good to go to book your MMJ Medics renewal appointment.

Once your certificate gets reissued by your physician at MMJ Medics, you will have to fill out the Florida Medical Marijuana Use Registry Renewal Application on the state side.

Step-by-Step: Renewing Your Florida Medical Marijuana Card Through the State Registry

• Log on to the Florida Medical Marijuana Use Registry at mmuregistry.flhealth.gov.
• Select “Your Card” from the menu at the top of the page and select “Application History.”
• Click “Begin Renewal” to fill out the renewal form. Note that you can do this 45 days before the expiration of your card. The number of days before you can start filling out the renewal will be shown on this page. Starting a renewal process will not impact your ability to buy medical marijuana if your current card is valid.
• Click “Proceed.”
• Verify the correctness of all your information and click “Apply.”
• Check the message of confirmation and click “Apply” once more.
• Click “Supply a Photo” to add your photo. You have two ways of doing that:
• Click “Check State ID Photo” if you want your driver’s license photo to be automatically added from the FLHSMV database. This way usually speeds up the process of processing, as your photo will automatically be approved.
• Click “Supply My Own” if you want to add your photo manually. Remember that using your own photo may slow down processing. 
• Click on “Proof of Residence” and choose “Supply Proof” there.
• You need to click on “Check State Residency Status,” and you will be able to get the residency details straight from FLHSMV, or click on “Supply My Own” and upload your residency document to this website. After that, you should select the document and click on “Open.” You will see the document below the “Supply Proof” button.
• Please check the information for accuracy and click on “Apply.”
• You need to sign the application electronically, scroll down to the bottom of the page, and find the “Signature” field. There, you should type your first and last names.
• Then, click on “Submit My Card Application.”
• You will have to pay the renewal fee for your application.
• After that, click on “Print for Your Records” to save/print the confirmation of your payment.
• The review period for the new applications is 10 business days after the date of application submission. For renewals, it is instantaneous. Processing of the payments takes up to 5 business days. After your payment is processed, it might take an additional 5 business days to review your application. 

Florida’s medical marijuana program comes with a specific set of rules that every cardholder should be aware of. Here is what you need to know.

Possession Limits: The Florida law allows medical cannabis users to have up to 2.5 ounces of cannabis in smokable form within 35 days, as prescribed by their doctor. However, for the non-smokable form of cannabis like oil, tincture, capsule, topical applications, and edibles, the amount varies according to the order of your physician. 

No Public Consumption: You may not consume cannabis in public places, inside a vehicle, or on public transportation.

No Home Cultivation: Growing cannabis plants at home is not permitted under the Florida medical marijuana law. Patients must purchase all cannabis products from licensed dispensaries.

Where You Can Buy: Only licensed dispensaries, also known as Medical Marijuana Treatment Centers (MMTCs), can legally sell marijuana for medical purposes in Florida. By 2026, there will be more than 750 licensed dispensary locations across the state. Delivery by a licensed MMTC is also possible. 

Recreational Cannabis Remains Illegal: Florida does not yet permit the use of recreational cannabis for adults. The state’s Amendment 3 was approved by the voters in November 2024, receiving 56% approval, but 60% support is needed for constitutional amendments in Florida. As a result, recreational cannabis legalization didn’t pass. Another effort in 2026 wasn’t successful in collecting the required number of signatures to get on the ballot. In the current situation, a medical marijuana card is the only way to obtain cannabis in Florida. 

Firearms: The issue of the connection between a medical marijuana card and firearms ownership in Florida is developing. According to federal regulations, marijuana users are ineligible to purchase or possess a firearm. On the state level, Florida legalized constitutional carry, but federal restrictions remain in place while purchasing firearms at licensed dealers. 

No Employment Protections: Florida law does not protect medical marijuana patients from employment drug testing or adverse employment actions related to cannabis use. Employers in Florida can still maintain and enforce drug-free workplace policies.

Sealed Packaging Required: Medical marijuana flower and low-THC cannabis must remain in tamper-proof, sealed containers purchased from a licensed MMTC when transported outside of your home.

In case you have the intention of becoming a medical marijuana caregiver of a qualified patient in Florida, you should be aware of the guidelines that are associated with the process.

What a Caregiver is Allowed to Do: A caregiver is allowed to go to a dispensary and obtain medical marijuana on behalf of a patient, especially in cases where the patient is terminally ill.

What a Caregiver is Not Allowed To Do: A caregiver who is not a family member to the one he or she is attending has to undergo a background screening. In addition, if the patient is under age, a caregiver will be required to be appointed by him or her. 

Application Requirements: To apply for a caregiver license in Florida, you must submit:

• A completed caregiver application form
• A copy of your proof of Florida residency
• A $75 check or money order payable to the Florida Department of Health (or pay online with a $2.75 convenience fee)
• A 2×2-inch passport-style photograph taken within the last 90 days – must be in color and show your full face

Note: Your Medical Marijuana Use Registry caregiver ID card expires after one year and must be renewed no later than 45 days before it expires.

Eligibility Requirements: To qualify as a medical marijuana caregiver in Florida, you must:

• Be at least 21 years of age
• Be a Florida resident
• Agree in writing to assist the qualified patient with their medical use of marijuana
• Be registered in the Medical Marijuana Use Registry as the caregiver for no more than one qualified patient at a time
• Complete a caregiver certification course provided by the Florida Department of Health or its authorized designee

If you are not a close relative of the patient you are assisting, a background screening is also required.

Whereas, the patient has to be qualified, and where the qualified patient is below the age of 18 years, only a designated caregiver can purchase and dispense the cannabis on behalf of the minor. The minors cannot buy cannabis on their own.

It should be noted that only the qualified physician of the minor can designate a caregiver for the patient through the registry system for the use of medicinal marijuana.

Both adult and minor patients should follow the standard steps for beginning medical marijuana treatment, starting with a visit to a qualified physician. However, Florida law has specific additional requirements when it comes to minors:

• Firstly, a licensed physician has to determine the likelihood that the benefits of using marijuana for medical reasons would be greater than any possible risks to the health of the minor patient.
• Secondly, another physician has to agree on the determination, which has to be recorded in the patient’s medical history.
• Thirdly, the parent or the guardian of the minor patient must give his/her consent in writing to the Office of Medical Marijuana Use (OMMU), permitting enrollment in the program.
• Fourthly, the patient’s licensed physician must present the duly filled-out Consent for Minor Patient (CMP) form to the OMMU before enrolling the minor in the Medical Marijuana Use Registry ID card.
• All minors have to appoint a caregiver both in the application process and in the registry. In addition, the appointed caregiver must fill out the application and present it to the OMMU in order to get the identification card of a Medical Marijuana Use Registry Caregiver.
• Minors cannot get the certification to smoke marijuana unless the patient has been diagnosed with a terminal condition and another physician (who is a board-certified pediatrician) also agrees with the determination. 

There is no provision for reciprocal access to medical cannabis for out-of-state visitors in Florida. People holding medical marijuana cards in another state cannot use or purchase cannabis in Florida by showing their medical marijuana card from another state.

Nonetheless, certain states and jurisdictions recognize a Florida medical marijuana card, so people who have a Florida medical marijuana card can access medical cannabis while visiting those states. These states include:

• Michigan (at the dispensary’s discretion)

• Utah* (up to two 21-day periods per calendar year)
• Washington, D.C.
